--Nope! You can app another character from another canon - so long as the mini-app is approvable, you'll be able to play them during the period of time the event is going on.

--For now, we're keeping details on how the character could/would be brought back on the quiet side. If you decide to apply for them at later date, though - or for another character from the canon - you may. In the case of the first, they would have no memory of being a Glyphless, or of being here before at all. In the latter, it would simply be the standard application process.
